Arthur Read

Arthur Read has been practicing labor and employment law since 1976 in the states of Pennsylvania, New Jersey and New York. He has been a farmworker advocate since 1979 in Pennsylvania and New Jersey, In 1993 Art worked with the NLADA Farmworker Project Group on the LSC farmworker population estimation project and has remained involved in ongoing examination of data sources for estimation of farmworker and other low wage worker populations. Beginning in 1999 Friends of Farmworkers (now Justice at Work) began to be heavily involved in the representation of H-2B workers particularly in the landscaping industry in the time period in which that program began to expand considerably.  Since 2004 Art has regularly analyzed and documented available data relating to both the H-2A and H-2B programs. This has included data used in Congressional hearings and in rulemaking and litigation relating to the H-2B program. Art has worked closely with Texas Rio Grande Legal Aid and other programs to analyze currently available data on the H-2A and H-2B programs.
