Richard Prebil is a Staff Attorney in (and helped establish) the Veterans Advocacy Project (VAP) at Legal Aid of Southeastern Pennsylvania (LASP). VAP, through a client-centered, culturally-competent, dignity-focused, trauma-informed legal practice, provides specialized assistance representing veterans in the community through every step of the VA disability compensation and discharge upgrade process (initial application and appeal) before the VA Regional Office, the Board of Veterans' Appeals, the Court of Appeals for Veterans Claims, Discharge Review Boards, and Board of Correction for Military/Naval Records. This includes evidence development, advocacy at informal conferences, producing legal arguments, and representation at formal hearings. Richard joined LASP in September 2019 as a Staff Attorney in the Delaware County Division practicing in landlord/tenant, public/section 8 housing, child custody, and public benefits (SNAP, Medicaid, unemployment compensation, etc.)
Prior to joining LASP, Richard was an Equal Justice Works Fellow, sponsored by Morgan, Lewis, & Bockus LLP, at Military Assistance Project in Philadelphia, providing direct representation, education, and outreach to advocate for and assist veterans in financial crisis (especially those experiencing homelessness), apply for and appeal denials of service-connected benefits, pension benefits, discharge upgrades, and bankruptcies. During law school, Richard interned with Homeless Advocacy Project (Philadelphia, PA), Villanova Law Civil Justice Clinic (Villanova, PA), Philadelphia Legal Assistance (Philadelphia, PA), Center for Disability & Elder Law (Chicago, IL), Minnesota Assistance Council for Veterans (St. Paul, MN), and Indian Child Welfare Act Law Center (Minneapolis, MN).
Richard earned his JD from the Villanova University Charles Widger School of Law in 2017. He graduated from the University of Illinois-Springfield with a BA in History & Legal Studies in 2014.
